Cyber Insurance and Responding to Cyber Attacks

In October, MDGFOA conference attendees were provided training in identifying and avoiding numerous sources of cyber attacks and keeping data safe. This session will provide a follow-up and discuss how to respond if and when you are a victim of a cyber attack. An overview of cyber insurance, and whether it may or may not be beneficial will be provided.
Arbitrage and Post-Issuance Compliance

This session will provide guidance and understanding to navigating arbitrage rules within the federal tax law. Training will be provided to government budget officials working post-issuance to maintain compliance with the Internal Revenue Service's arbitrage rules.
Federal and State Legislative Update

This session will examine what the third year of President Trump's administration, the 116th Congress, the fifth year of Governor Hogan's administration and what the 2019 Maryland General Assembly holds for government finance officers.
Budget Transparency and Community Involvement
Caroline Sturgis, Deputy Budget Director, City of Baltimore
This session will explore ways local government officials can provide greater transparency to citizens who are seeking more information on how their tax dollars are being spent. Attendees will learn methods to better develop their budgets with effective communications, better presentations, and public input in mind. Additional detail on the benefits the City's public input surveys provide in developing the annual capital and operating budgets will be discussed.
