Joseph Wicklund

Governmental Accounting Standards Board (GASB)

Career Brief

Joe Wicklund is a project manager with the Governmental Accounting Standards Board (GASB) in Norwalk, Connecticut. His current project assignments include Infrastructure Assets and Subsequent Events research.

Before joining the GASB staff, Joe worked in higher education administration and finance in financial reporting roles for over 12 years at both public (GASB) and private (FASB) institutions. He was most recently the Associate Controller of New Jersey’s Rowan University, responsible for the coordination and preparation of the audited financial statements of the institution, its foundation, and other affiliated component unit entities. His previous experience also includes time at PricewaterhouseCoopers performing financial and compliance audits.

Joe received a Bachelor of Business Administration in Accounting from Temple University, and holds a Masters in Business Administration from Widener University. He is also licensed as a Certified Public Accountant in the State of Pennsylvania.

Government Finance Officers Association (GFOA)

Career Brief

As Director of GFOA’s Federal Liaison Center, Emily leads coalition and advocacy efforts of the Public Finance Network in Washington DC. Her advocacy includes anticipating and responding to federal legislative and regulatory activities that impact the finance functions of state and local governments and public sector entities including tax reform, municipal securities disclosure and public pension and benefit issues. Emily also serves as staff on GFOA’s Debt Committee, working with committee members to develop best practices that promote sound financial practices for local, state and provincial governments. Prior to joining GFOA, Emily was a commercial bank relationship manager at a large national bank, serving as the sole bank liaison for government and university clients.

Jarron Brady

Policy Analyst
Government Finance Officers Association (GFOA)

Career Brief

As Policy Analyst of GFOA’s Federal Liaison Center, Jarron works with coalitions and partner organizations to analyze policies relevant to GFOA members and advocate for their advancement through Congress. Additionally, Jarron supports the FLC’s Director on legislative and regulatory advocacy related to municipal bonds, infrastructure, and federal appropriations. Jarron also serves as staff on GFOA’s Debt Management Committee. Prior to joining GFOA, Jarron was a Project Coordinator for the Southern Poverty Law Center, spent time in the Peace Corps in Guatemala, and developed policy as a Legislative Aide in the California State Assembly.

Jarron has a BA in Politics from Occidental College and a Masters of Public Administration from George Washington University.

Career Brief

Leads MACo policy staff in review of legislation and coordinates advocacy to advance county positions. Contributes to MACo publications and co-hosts MACo's Conduit Street Podcast. Legislative Affairs Areas: state budget and fiscal issues, elections, finance, taxes and revenues, and emergency services. Liaison to MACo's Budget & Finance, and Emergency Management Affiliates, along with Elections Officials, Tax Collectors Affinity group (within MDGFOA), and MACo's County Legislative Staffers group.

Career Brief

Angelica Bailey, a native Marylander, is an attorney with an academic and professional background in public policy. She was formerly the Vice President of Government Affairs for the Maryland Building Industry Association (MBIA).

With experience in public interest law as a Staff Attorney with Maryland Legal Aid, she supported under-represented, under-privileged, and marginalized communities through the Maryland Courts Self-Help Center.

Angelica is a graduate of the 2017 Maryland State Bar Association Leadership Academy and the 2018 New Leaders Council Institute, and currently serves on the board of Equal Justice Associates.

Angelica received her Bachelor of Arts from The American University. She earned her law degree from the University of Baltimore School of Law with a Dean’s Certificate. Angelica is admitted to the Maryland State Bar.

Leading the Bingham team since 1996, Kim provides dynamic direction and sound management essential for precision arbitrage rebate and verification reporting for every client.  Sharing her 30+ years’ expertise and experience, she effectively guides Bingham’s account managers and staff through the post-issuance compliance changes resulting from the evolution of U.S. Treasury Regulations.

A recognized professional in the arbitrage compliance field, Kim conducts specialized training and seminars for clients and the public finance industry on post-issuance compliance topics.  She is an active participant in financial conferences and seminars nationwide.  Kim is a member of the National Government Finance Officers Association (GFOA) and the National Association of Bond Lawyers, as well as Georgia, Virginia, Louisiana, North Carolina, and Maryland GFOA’s.

Kim is a graduate of Pennsylvania State University with a degree in Accounting.

Milton Nagel

Career Brief

Milton Nagel is the Executive Director of the Maryland Association of Boards of Education (MABE). Prior to his new role, he served for two years as MABE’s Deputy Executive Director. Founded in 1957, The Maryland Association of Boards of Education is a private, non-profit organization dedicated to serving and supporting boards of education in Maryland. MABE is a leading advocate for public education in the state. All 24 Maryland boards of education are members of MABE.

Milton’s passion for students and faculty/staff came from his nearly three decades at Maryland’s Caroline County Public Schools, primarily as Assistant Superintendent for Administrative Services, and also as Interim Superintendent of Schools for one year. Prior to joining Caroline County Public Schools, he served as a Staff Accountant with Jefferson, Urian, Doane & Sterner, PA, and for eight years as an Officer with the United States Army Reserve.

Nagel earned his BS ACC in Accounting from the University of Delaware. He and his wife, Tina, live in Federalsburg, Maryland.

Career Brief

Stuart Sutley is the Practice Leader of Bolton Innovation Group (Think BIG!) and consults for large employers on managing healthcare spend. Stuart came to Bolton with 20+ years of experience in population health, with expertise in and passion for aligning employer and multi-employer populations with onsite, near-site, and virtual advanced primary care and mental health resources.

Prior to assuming his role at Bolton, Stuart was a business development consultant for Johns Hopkins HealthCare Solutions with a focus on Johns Hopkins’ onsite health clinics, mental health and chronic condition management programs, and the Johns Hopkins ACG population health analytics software.

Stuart is a Marine Corps veteran, received his MBA from Capital University in Columbus, Ohio and has a B.A. from the University of Virginia. He completed a Harvard Business School Executive Education program in behavioral economics in the fall of 2022. He and his wife, Susie, live in Stevenson, Maryland.
