Maryland’s medical marijuana industry is now in its first year of operation and local governments continue to adapt.  This session will provide an overview of the program and will discuss how all of the segments in the industry can fit into the local community.  Special focus will be given to the fiscal impact to local jurisdictions as well as the economic impact derived from the industry.

This session will discuss two areas of key importance to government finance officers. He will discuss the recent municipal bond securities fraud case in which the City of Miami paid a penalty of over $1 million after a jury found that it issued CAFRs containing false and misleading information in connection with a $153 million bond offering. Mr. Gardemal served as the GAAP expert for the SEC in that case. He will also discuss the recent graduation rate investigations, which he led, in Washington, D.C. and Prince George’s County, Maryland, with a focus on the financial risks to those jurisdictions arising from the results of those investigations.
